Dr. Oksana Huss is an associate researcher at the Research Center Trustworthy Data Science and Security, working in the Human Understanding of Algorithms and Machines (HUAM) group led by Prof. Nils Köbis, and a Partnership for Peace Fellow at the NATO Defense College.
She analyses societal resilience in Ukraine, focusing on the role of communities, civil society, the private sector, and technologies in resisting the Russian war of aggression and maintaining the provision of public services despite mass attacks on cities and civilian infrastructure. She worked at universities in Germany, Italy, the Netherlands, and Ukraine.
Oksana is dedicated to knowledge transfer between academia and practice, as well as to learning methods across countries. She worked as a policy analyst at the OECD Directorate for Public Governance, leading the Integrity and Anti-Corruption Review of Ukraine (2025). She also consulted the Council of Europe, the EU Commission, UNESCO, and UNODC on public governance issues.
